Given that entrepreneurial support constitutes an essential lever in all economic development policies, as it creates a conducive environment for entrepreneurship by providing entrepreneurs with necessary conditions, financing opportunities, and networking to develop their businesses, Morocco has launched several programs and mechanisms to support entrepreneurship. These initiatives aim to encourage and assist young individuals in starting businesses and to support existing enterprises in revitalizing or sustaining their activities. With this in mind, we deemed it important to examine the current state of various entrepreneurial support programs and mechanisms established by the Moroccan government for project initiators and existing businesses To accomplish this, the structure of this paper begins by presenting the conceptual foundations of entrepreneurship, with special attention given to the concept of entrepreneurial support. Subsequently, we will present the results of an inventory of all entrepreneurship support programs and mechanisms, which we conducted through a thorough documentary review involving entrepreneurship stakeholders. This inventory compiles and categorizes these support initiatives implemented by Moroccan authorities since the early 2000s to foster to foster the growth of its entrepreneurial ecosystem.
In this study, we examine the determinants of the adoption of electronic services of the Moroccan Ministry of the Interior using the Unified Theory of Acceptance and Use of Technology (UTAUT) as a theoretical framework. The main objective is to identify the factors influencing the intention to use and the effective adoption of e-government services by Moroccan citizens, with a focus on expected performance, expected effort, facilitating conditions, and social influence. To this end, a quantitative survey was conducted with a sample of 246 Moroccan citizens, and the data collected were analyzed using factor analysis and multiple regression. The results show that expected performance, facilitating conditions, and social influence are determining factors for the intention to use and adoption of e-government services by Moroccan citizens. This research has significant implications for policymakers and practitioners in the field of e-government. The findings of the study suggest that to promote the adoption of online services of the Ministry of the Interior, it is crucial to take into account these key factors and implement measures aimed at improving expected performance, facilitating conditions, and social influence.
The purpose of this paper is to shed light on how legitimacy, a core concept of the institutional theory, may present a relative framework for understanding stakeholders’ participation in cooperatives’ governance. Co-operatives are recognizing the importance of involving stakeholders in their governance structures. In fact, particular forms of cooperatives have emerged as a result, namely, multi-stakeholder cooperatives, a cooperative form that bring together multiple stakeholders with diverging interest and where governance is more sophisticated than homogeneous member cooperatives. Stakeholder participation in governance has raised researchers’ interest whose assumptions have often questioned the viability of this practice due to the multitude of interests. Hence, we believe that this question deserves our full attention. In this framework, this paper aims to shed light on the importance of the concept of legitimacy in understanding the link between cooperatives and their environment embodied by stakeholders’ involvement in governance. In other words, we study how stakeholders are able to serve the cooperatives’ common objective despite the divergence of their interests as we highlight the role of legitimacy, a central concept upon which institutionalism is founded.
