Contemporary developments in public action constitute a field of research rich in informations on the logics of innovation. Institutional and organizational innovations participate in a dynamic of change that makes them worthy of interest in entrepreneurship. Indeed, the modes of organization, operation and intervention of communities and regions have been affected by a wave of innovations such as the SDLs and SDRs. We proceeded to construct the theoretical framework using the literature on innovation and entrepreneurship in the public sector. The literature review helped fuel the questioning of public entrepreneurship as well as its operationalization. Through a survey conducted among public officials in the Souss-Massa region, a relationship model is proposed. What forms has entrepreneurial innovation taken, and what roles have been played by entrepreneurs in the public sector. The process deserves to be studied in more detail to reveal, the triggers, the power plays, the time and place where it occurs, and the characteristics of the actors.

Les évolutions contemporaines de l’action publique constituent un domaine de recherche riche d’enseignements sur les logiques qui guident l’innovation. Les innovations institutionnelles et organisationnelles participent à une dynamique de changement qui les rendent dignes d’intérêt en entrepreneuriat. En effet, les modes d’organisation, de fonctionnement et d’intervention des collectivités et régions ont été bouleversés par une vague d’innovations à l’exemple des SDL et SDR. Nous avons procédé à la construction du cadre théorique au moyen de la littérature relative à l’innovation et à l’entrepreneuriat dans le secteur public. La revue de littérature a contribué à alimenter le questionnement sur l’entrepreneuriat public ainsi que sur son opérationnalisation.A travers une enquête menée auprès des responsables publiques de la région Souss-Massa, un modèle de relation est proposé. Nous nous questionnions sur les formes prises par l’innovation entrepreneuriale, et quels rôles ont été joués par les entrepreneurs du secteur public. Le processus mérite d’être étudié plus en détail pour révéler, les déclencheurs, les jeux de pouvoir, le temps et le lieu où elle se produit, et les caractéristiques des acteurs.
