[ Management de transport à Kinshasa: Approche axée sur la régulation des taxis-motos ]

This article aims to analyze the thorny problems of regulating motorcycle taxis in the city of Kinshasa with regard to the abuses and anarchy observed in this transport sector. This study is also intended to be an opportunity to talk about the socio-cultural, economic, security and other impacts of motorcycle taxis in the life of the Kinshasa population, on the one hand; and in the political-administrative management system of this megalopolis, on the other hand. This article establishes the correlation between failing governance of urban authorities and actors involved in the management of motorcycle taxis in Kinshasa, it highlights the need to adapt the means of action to the local economic and political contexts and to operationalize the transport management to remedy this. The analysis centers around the need to promote effective regulation of motorcycle taxis and to create a participation framework based on consultations open to a wide range of stakeholders.

Le présent article se propose d’analyser les épineux problèmes de la régulation de taxis-motos dans la ville de Kinshasa au regard des abus et de l’anarchie observée dans ce secteur de transport. Cette étude se veut aussi une occasion de parler des incidences socio-culturelles, économiques, sécuritaire, et autres des taxis-motos dans la vie de la population kinoise, d’une part; et dans le système de gestion politico-administrative de cette mégalopole, d’autre part. Cet article établit la corrélation entre une gouvernance défaillante des autorités urbaines et acteurs impliqués dans la gestion de taxis-motos à Kinshasa, il met en évidence la nécessité d’adapter les moyens d’action aux contextes économique, politique local et d’opérationnaliser le management de transport pour y remédier. L’analyse s’articule autour de la nécessité de promouvoir une régulation ou règlementation effective de la mototaxi et de créer un cadre de participation s’appuyant sur des consultations ouvertes à un large éventail de parties prenantes.
