[ Les ambitions de puissance régionale de la Turquie à l’épreuve de la pandémie du Covid-19 ]

Since the start of 2020, the world has been going through an unprecedented health crisis that has had a significant geoeconomic and geopolitical implications on many emerging and developing countries. Turkey, as an emerging country located at the crossroads of multiple geographic and geopolitical areas is the subject of this paper's study, through an analysis of the different implications of the pandemic on the Turkey’s regional power ambitions, displayed since 2002 following the AKP's accession to power. For more than a decade, Turkey has pursued a proactive foreign policy based on i) asserting its status as a regional economic power; ii) an active political player in the region, with regional and global security interests and responsibilities to match. An analysis of the evolution of its aspects of power in the context of global health crisis shows that the Covid-19 related implications are unlikely to change the Turkish geopolitical landscape. On the contrary, it will rather strengthen the dimensions of its power ambitions given that the global economic and political distortions caused by the Covid-19 could offer, in the medium and long term, some positive externalities.

Depuis le début de l’année 2020, le monde traverse une crise sanitaire sans précédente ayant entrainé des implications géopolitiques et géoéconomiques importantes sur plusieurs pays émergents et ceux en voie de développement. La Turquie, pays émergent se trouvant au carrefour de multiples aires géographiques et géopolitiques est l’objet d’étude de ce papier, par une analyse des différentes implications de la pandémie sur les ambitions de puissance régionale turque, affichées depuis 2002 avec l’accession de l’AKP au pouvoir. Depuis plus d’une décennie, la Turquie poursuit une politique étrangère proactive basée sur i) l’affirmation de son statut de puissance économique régionale; ii) la quête de jouer un rôle d’acteur politique régional de premier plan, mais aussi global avec toutes les responsabilités qui en découlent. Une analyse de l’évolution de ses différents aspects de puissance en période de crise sanitaire mondiale fait constater qu’il est peu probable que la crise que nous traversons modifie le paysage géopolitique turc. Au contraire, il renforcera plutôt les dimensions de ses ambitions de puissance, étant précisé que des distorsions économiques et politiques mondiales engendrées par la pandémie du Covid-19 pourrait offrir à la Turquie sur le moyen et le long terme des externalités positives.
