Elections are very important for the survival of representative democracy. They regulate competition over the exercise of power and consequently allow citizens to freely choose their representatives. Electoral engineering, through electoral cutting tools and the voting system, can make this competition more transparent. The specificity of each political power inspires these tools. A progressive political system, such as the case of Morocco, attempts to make them perfect whenever the political and social circumstances require it. The political history of Morocco, after independence, shows indeed this disposition of the Moroccan political system to progress on the path of democratization. The electoral system and the electoral division represent, among other things, elements that contribute to this democratic opening, especially after the year 2002. These two tools on which electoral engineering depends are constantly adapting, for the Moroccan case, with the socio-political demands that are more and more freed.

Abstract

Les élections constituent un moyen indispensable pour la survie de la démocratie représentative. Elles encadrent la concurrence de l’exercice du pouvoir et permettent en conséquence aux citoyens de choisir librement leurs représentants. L’ingénierie électorale, à travers les outils de découpage électoral et le mode de scrutin, peut rendre cette concurrence plus transparente. La spécificité de chaque pouvoir politique inspire ces outils. Un système politique qui se démocratise progressivement, tel que le cas du Maroc, essaie de les perfectionner chaque fois que les circonstances politiques et sociales l’exigent. L’histoire politique du Maroc, après l’indépendance, montre en effet cette disposition du système politique marocain à progresser sur la voie de la démocratisation. Le mode de scrutin et le découpage électoral représentent, entre autres, des éléments qui contribuent à cette ouverture démocratique engagée, surtout après l’année 2002. Ces deux outils dont dépend l’ingénierie électorale ne cessent de s’adapter, pour le cas marocain, avec les exigences sociopolitiques qui sont de plus en plus affranchies.
