The object of this research is to outline a method of building a measurement scale assessing staff satisfaction Moroccan public administrations. The measures were built from a survey of 237 functionaries in the Casablanca-Settat region. The methodology is based on the steps recommended by the paradigm of Churchill (1979), specifically its exploratory phase based on qualitative approach using semi-structured interviews and quantitative approaches based on exploratory factor analyzes and Cronbach's alpha. This paradigm allows building rigorously instruments standard questionnaire to measure multiple scales. The results reveal a structure of staff satisfaction in 5 components with a total explained variance of 80,25%. Only the first component: Remuneration and career management restores 33,35% of the total variance. The size and skills training was excluded in this exploratory phase, it does not explain enough variance in satisfaction. The analysis of the reliability of the scales of the principal components shows that the items of each scale are correlated and coherent with each other and vary between 0,681 and 0,931. It is the same for the reliability of the total scale of which Cronbach's alpha of 0,841.

L’objet de cette recherche vise à exposer une méthode de construction d’une échelle de mesure évaluant la satisfaction du personnel des administrations publiques Marocaines. Les mesures ont été construites à partir d’une enquête menée auprès de 237 fonctionnaires dans la région du Casablanca-Settat. La méthodologie adoptée repose sur les étapes préconisées par le paradigme de Churchill (1979), plus précisément sa phase exploratoire qui repose sur des approches qualitatives à l’aide des entretiens semi-directifs et des approches quantitatives basées sur des analyses factorielles exploratoires et l’alpha de Cronbach. Ce paradigme permet de construire avec rigueur des instruments de mesure de type questionnaire à échelles multiples. Les résultats révèlent une structure de la satisfaction du personnel en 5 composantes avec un total de variance expliquée de 80,25%. Seule la première composante : Rémunération et gestion de carrière restitue 33,35% de la variance totale. La dimension formation et compétences a été exclue dans cette phase exploratoire, elle n'explique pas suffisamment de variance de la satisfaction. L’analyse de la fiabilité des échelles des composantes principales montre que les items de chaque échelle sont corrélés et cohérents entre eux et varie entre 0,681 et 0,931. Il en est de même pour la fiabilité de l’échelle totale dont l’alpha de Cronbach est de 0,841.
