We have conducted a research about the actual situation of Bukavu town that is facing problems of rural exodus and the proliferation of houses which are built in disorder without the intervention of local administrative leaders. Historic-critical and comparative methods with interviews and documentary notes have helped us to collect data for this piece of work in order to understand the phenomenon and events that are related to the division of Kivu lake coast. These methods and techniques have helped to make a location of elements and effects and look for their basic reasons in the timing and temporary setting with the aim of establishing the similarity and discordance between the Kivu lake littoral 20 years ago and the actual situation of this last with reference to certain administrative rules related to this issue. From our research, we have found out that there is remarkable weakness of politico-administrative authorities in matter of keeping the littoral of Kivu lake and environment protection. People get small lands to build their dwellings even on lands which were considered dangerous to build houses in former time. Places which are protected by the law, among which Kivu Lake did not escape to this predation and consequences, are now numerous at different levels. We have recommended to politico-administrative leaders to establish public waste bean, to adjust the littoral of Kivu Lake, the sensitization of the population, to make a regular checking of people who are building, to destroy some houses which were built on lands which are dangerous, to build houses at 10 meters far from the littoral, to respect environmental rules and establish appropriated strategies.

Nous avons mené une recherche sur la situation actuelle de la ville de Bukavu qui fait face à un exode rural sans précédent et incontrôlé et à la prolifération des constructions anarchiques aux yeux et au vue des autorités administratives. Les méthodes historico critique et comparative accompagnées des techniques d’interview et documentaire nous ont été d’une grande importance en ce sens qu’elles nous ont aidées à comprendre des phénomènes, des événements en rapport avec le lotissement des rives du lac Kivu. Grâce à celles-ci nous avons pu situer les éléments et les faits et chercher leurs causalités dans le temps et dans l’espace dans le but d’établir une concordance et une discordance, entre le littoral du Lac Kivu d’il y a plus au moins 20 ans par rapport à celui-ci actuellement au égard à certaines dispositions administratives en cette matière. A l’issue de nos investigations, il ressort qu’il y a une faiblisse de l’Etat face à cette situation de plus en plus complexe. L’on assiste donc à l’acquisition désordonnée des parcelles et au développement des constructions anarchiques, même sur des sites jadis jugés impropres à la construction. Des espaces pourtant protégés par la loi, à l’instar des rives du lac Kivu, n’ont pas échappé à cette prédation et les conséquences sont aujourd’hui incalculables sur plusieurs plans. Pour l’essentiel nous avons retenu, à titre des recommandations faites aux autorités compétentes, l’aménagement des poubelles publiques ; l’aménagement des rives du lac ; la sensibilisation de la population; la construction pour la population ; le contrôle régulier des constructions ; la destruction de certaines maisons ; le respect de 10m de rive ; le respect des normes en la matière et la mise en place d’une politique appropriée.
